Assam Finance Minister Jayanta Malla Baruah on Thursday presented the 2026-27 State Budget in the Legislative Assembly, outlining a five-year development roadmap centred on infrastructure, welfare, agriculture, education and employment.
The budget proposed an allocation of ₹10,000 crore for infrastructure development, including ₹4,954 crore for the Guwahati Ring Road Project.
A total of ₹6,000 crore has been earmarked for welfare schemes, with the government targeting benefits for 35,000 women during the current financial year. Under the Divyang Vahan Scheme, assistance will be extended to 3.75 lakh persons with disabilities.
The Finance Minister proposed financial assistance of ₹15,000 for pregnant women in tea garden areas and announced the continuation of monthly support of ₹2,500 for 48,366 graduate students pursuing higher education.
The budget also retained the Chief Minister’s Agricultural Equipment Scheme, under which small and marginal farmers will receive ₹11,000. Farmers will additionally be paid ₹200 per quintal above the Minimum Support Price (MSP) for paddy and wheat, while mustard growers will receive ₹300 per quintal above the MSP.
From August 2026, 621 Udasin Bhakats will receive a monthly honorarium of ₹1,500.
Baruah announced that applications under the Mukhyamantri Nijut Moina Scheme will open in August, with financial assistance to be disbursed from October. More than 5.3 lakh students are expected to benefit from the scheme during the year.
He also highlighted the continuation of the Orunodoi Scheme, described as the state’s largest direct financial assistance programme, along with support under the Jibon Prerana Scheme.
On employment, the minister said the government has set a target of creating more than two lakh jobs over the next five years and has already constituted a dedicated task force to achieve the objective.
He further announced that any government employee found guilty of practising polygamy would be dismissed from service.
Highlighting the state’s economic performance, Baruah said Assam’s per capita income has increased to ₹1,85,429. He added that the government aims to raise the share of own-source revenue to 50 per cent, while capital expenditure reached ₹26,531 crore in 2025-26, reflecting its emphasis on infrastructure-led growth.
