Assam announces Mission Basundhara 4.0 to expand land reforms and digitise records

The Assam Government has unveiled Mission Basundhara 4.0, the latest phase of its flagship land governance programme, with plans to widen land rights, digitise surveys in char areas and modernise land records across the state. The initiative is scheduled to be launched on December 25, 2026, to coincide with National Good Governance Day.

The government said the earlier phases of Mission Basundhara had benefited more than 3.56 lakh families by granting land rights over 4.53 lakh bighas of land.

Under the new phase, the government will carry out a Digital Char Area Survey to improve land mapping and strengthen record management in the state’s riverine regions.

Mission Basundhara 4.0 will also prioritise the resolution of land-related issues affecting the Moran, Matak, Ahom, Chutia, Koch Rajbongshi and Barak Valley communities, along with other indigenous groups.

As part of the reform measures, the state will introduce smart land records through integrated digital platforms, including Project Jorip, MATI and ASOM, with the objective of making land administration more transparent, accessible and efficient.

The government said the programme would also simplify and accelerate land approval procedures for micro, small and medium enterprises (MSMEs) and Khadi-related projects, helping to promote industrial development and entrepreneurship by reducing delays in land allotment.

According to the government, Mission Basundhara 4.0 is expected to strengthen land governance, enhance public service delivery and support inclusive development through technology-driven reforms across Assam.
