Human Rights of Arunachal (HRA) has sought an independent, time-bound investigation into alleged financial irregularities and manipulation of compensation records linked to the Kamle Hydro Power Project in Arunachal Pradesh.
In a letter dated September 1, HRA alleged that it had received representations pointing to inflated or fictitious compensation claims and possible preparation and processing of fraudulent bills involving land and property affected by the project.
The organisation urged authorities to conduct a beneficiary-wise audit of compensation payments and verify land records, ownership documents, beneficiary lists, valuation reports and payment records. It also sought an inquiry into whether ineligible persons received compensation and whether officials, contractors, intermediaries or private individuals colluded in processing irregular claims.
HRA called for a special audit and suggested that the probe be entrusted to an agency such as the Central Bureau of Investigation (CBI), wherever legally appropriate. It also urged authorities to preserve all relevant physical and digital records and protect complainants and witnesses.
The organisation sought criminal, departmental and recovery proceedings against anyone found responsible for fraudulent claims, while ensuring that genuine project-affected families receive their lawful compensation without delay.
HRA said it was not opposed to development projects but maintained that they must be implemented lawfully and transparently. It urged the Prime Minister to take suo motu cognisance of the allegations and direct a fair and comprehensive investigation.
