Thadou Inpi Manipur Demands Probe, Arrests Over Civilian Killings

IMPHAL, Oct 12: Thadou Inpi Manipur (TIM) has condemned the killing of civilians in Manipur’s Kamjong, Kangpokpi and Ukhrul districts on October 10 amid escalating Kuki-Naga violence, demanding immediate investigations, arrests and prosecution of those responsible.

In a statement, the organisation expressed condolences to the victims’ families and alleged that the failure to ensure accountability in previous cases had fostered a climate of impunity and heightened civilian fears.

TIM specifically condemned the killing of Domkhonei Touthang, 42, from Chahsat village, and the beheading of Ajinpou Ringkangmai, a resident of Makui Naga village.

Referring to a video purportedly showing Ringkangmai’s severed head being displayed by armed men in camouflage, TIM described the incident as an extreme act of brutality. It urged the authorities to verify the footage, identify those involved in the killing and its circulation, and prosecute anyone found responsible.

Citing the May 13, 2026, attack in which Thadou and Naga victims were killed, the organisation said the lack of justice in previous cases had heightened concerns over recurring violence. It maintained that no armed group should operate beyond the reach of the law and called for action under applicable anti-terrorism laws wherever warranted by evidence.

TIM also criticised Chief Minister Y. Khemchand Singh’s claims of progress towards peace, arguing that official assurances and security arrangements could not establish normalcy without tangible improvements in civilian safety.

The organisation said ex gratia payments and arrests of people not directly linked to specific crimes could not substitute for investigations to identify the actual perpetrators. It urged the government to demonstrate its commitment to peace through impartial investigations, lawful arrests, effective prosecution and stronger security measures to prevent further attacks.
