Guwahati: The All Bodo Students Union (ABSU) and co-signatories of the 2020 Bodo Peace Accord will hold a major national-level programme in New Delhi on November 20–21, urging the Union Government to expedite long-pending commitments, including the 125th Constitutional Amendment linked to Article 280 and the Sixth Schedule.
The two-day event will bring together tribal leaders, constitutional experts, former negotiators and community representatives from across the Northeast. Key participants include Tribal Welfare Minister Sukla Charan Noatia, former BTC CEM Pramod Boro, MP Amarsing Tisso, Jayanta Basumatary, members of former NDFB factions, and representatives from UBPO and Bodo Sahitya Sabha.
Day one, to be held at Mavalankar Hall, will review the status of incomplete Accord promises—transfer of subjects to the Bodoland Territorial Region, delay in council restructuring, stalled village and municipal bodies, and gaps in financial empowerment. The long-pending ST (Hills) status for Bodo-Kacharis of Karbi Anglong and Dima Hasao also remains unresolved.

Critical clauses on rehabilitation, compensation, closure of legal cases, cadre absorption and village delimitation continue to await action. The ₹1,500 crore Special Development Package remains largely underutilized, triggering concerns over administrative delays.
On November 21, ABSU and allied groups will hold a peaceful demonstration at Jantar Mantar to demand urgent government intervention. ABSU President Dipen Boro stated that faith in the peace process depends on timely action. The seminar will also highlight the concerns of 10 Sixth Schedule councils affected by the delayed constitutional amendment.
