Assam Administration Issues Strict Road Safety SOP Ahead of Picnic Season Rush

Guwahati, Dec 31: As picnic season gains momentum across Assam, district administrations, working closely with local police, District Transport Offices and other enforcement agencies, have rolled out a comprehensive Standard Operating Procedure aimed at reducing road accidents and ensuring public safety during festive travel. The advisory, issued for both officials and the general public, underscores the need for heightened caution as large numbers of families and groups head out for day-long outings.

Authorities have stressed that adherence to traffic and safety norms is critical to preventing avoidable loss of life. Under the SOP, enforcement teams have been instructed to act firmly against speeding by vehicles carrying picnic-goers, using speed-monitoring mechanisms and imposing penalties where violations are detected. A strict zero-tolerance approach towards drunken driving will be followed, with regular breathalyser checks and legal action against offenders.

The guidelines also place strong emphasis on vehicle fitness. Only vehicles with valid registration, insurance and fitness certificates will be allowed on the roads, with checks planned at key locations. The administration has made it clear that only legally permitted passenger vehicles—such as private cars, buses and tempo travellers that meet safety requirements—can be used for picnic travel. Overcrowding will not be allowed, and seat belt and helmet rules under the Motor Vehicles Act, 1988, will be strictly enforced.

To further reduce risks, picnic-related vehicular movement will be curtailed during night hours. Citizens have been advised to begin their journeys after sunrise and return before sunset, while authorities may impose additional restrictions during adverse weather conditions such as heavy rain or fog. Drivers are also to be briefed on the dangers of reckless driving before starting their trips.

Parking management forms another key component of the SOP. Designated parking areas will be marked at picnic spots, and enforcement teams will prevent vehicles from being parked in unsafe locations or areas that obstruct traffic. This will be supported through signage, barricades and active monitoring.

Additional safety measures include the deployment of mobile patrol units, installation of warning signs along accident-prone stretches, improved lighting at vulnerable picnic locations and regular checks on roadside eateries and establishments suspected of selling illicit liquor near popular outing spots. Police, with support from Village Defence Parties where required, will also maintain surveillance at picnic sites to deter illegal or antisocial activities.

The administration has advised citizens to carry basic emergency supplies such as first-aid kits, drinking water and essential vehicle repair tools. Emergency contact numbers, including 112 for police assistance and 108 for medical emergencies, have been widely circulated through banners, public announcements, social media and coordination with local bodies.

Officials clarified that the SOP serves as a broad framework and may be strengthened depending on local conditions. Members of the public have been urged to cooperate with enforcement agencies and follow the prescribed do’s and don’ts to ensure that the picnic season remains safe and enjoyable for everyone.
