Arunachal Pradesh to Roll Out Technology-Driven ILP System to Curb Illegal Migration: CM Pema Khandu

Itanagar, Jan 13: Arunachal Pradesh Chief Minister Pema Khandu on January 12 said the state government is developing a robust, technology-driven Inner Line Permit (ILP) system to effectively curb illegal migration and prevent misuse of permits, asserting that the protection of indigenous rights and the rule of law remain top priorities.

Chairing a review meeting at the civil secretariat, Khandu said the proposed IT-enabled ILP mechanism would allow authorities to track overstaying, expired permits, unusual travel patterns and real-time entry and exit of non-residents. He said the initiative is aimed at ensuring that the state remains safeguarded against unlawful stay and permit misuse.

In a post on social media platform X after the meeting, the chief minister said the new system would strengthen monitoring and enforcement while improving overall security and governance.

Elaborating on the initiative at a press conference earlier on January 6, Khandu said the existing ILP mechanism suffered from serious monitoring limitations, prompting the government to migrate the system to a fully digital platform. He said new rules would come into force after Cabinet approval.

According to the chief minister, the digitised ILP system will enable closer supervision and more effective action against illegal migrants. Under the proposed framework, employers bringing labourers from outside the state will be required to formally inform the government, allowing authorities to carry out proper verification and ensure accountability.

Khandu also said the Bengal Eastern Frontier Regulation (BEFR), 1873, which governs the entry of non-residents to protect indigenous communities, land and culture, will be further amended to make it stronger and more effective.
