Mizoram Chief Minister Lalduhoma on February 4 said the state’s near-universal literacy and strong command of English are being deliberately harnessed to build Mizoram into a digitally advanced state, with an emphasis on faster, simpler and more transparent public service delivery.
The Chief Minister was speaking at the inauguration of the computerisation of the Registrar of Cooperative Societies (RCS) at the Chief Minister’s Office, calling it a significant step in Mizoram’s broader digital transformation journey. Mizoram was declared India’s first fully literate state on May 20 last year, with a literacy rate of 98.2 per cent.
Lalduhoma said his government has placed digital governance at the centre of its administrative priorities, aiming to reduce procedural complexity and make services more accessible to citizens. He noted that progress made over the past two years reflects the state’s ambition to emerge as a national frontrunner in digital public service systems.
Pointing to Mizoram’s demographic and social strengths, the Chief Minister said the combination of a relatively small population, high literacy levels and widespread English proficiency creates ideal conditions for the rapid adoption of digital technologies. These factors, he said, allow the state to implement modern systems more efficiently compared to larger states.
He added that more than 20 online service portals have been launched in the past two years, including the recently introduced Mizoram CSR Connect Portal, significantly expanding the scope of digital governance across departments.
State Corporation Minister P C Vanlalruata, who also attended the event, said Mizoram has become the first state in the country to fully computerise all regional offices of the Cooperation Department. He said the move will allow cooperative societies to interact digitally with the RCS and district offices, eliminating the need for physical visits and improving ease of doing business for stakeholders.
Officials said the new system is expected to streamline internal workflows, reduce paperwork and shorten processing timelines. Cooperation Department Secretary Adit Prakash Rai said the RCS Mizoram Office Application and Portal, accessible at cooperation.mizoram.gov.in, was developed under the centrally sponsored scheme “Strengthening Cooperatives Through IT Interventions”. The project, initiated on March 29 last year, covers the RCS office in Aizawl as well as cooperative offices across all districts of the state.
