Manipur CM Yumnam Khemchand Singh Chairs First Cabinet Meet, Signals Focus on Stability

Newly sworn-in Manipur Chief Minister Yumnam Khemchand Singh on Wednesday evening, February 4, chaired the first Cabinet meeting of his government, just hours after taking oath at Lok Bhavan, signalling an early start to governance and an emphasis on stability in the violence-hit state.

The meeting, held at the Cabinet Hall of the Chief Minister’s Secretariat, marked the formal commencement of the new administration under Khemchand Singh’s leadership.

Earlier in the day, Singh was sworn in as the Chief Minister of Manipur at a solemn ceremony at Lok Bhavan, where Governor Ajay Kumar Bhalla administered the oath of office and secrecy. The event marked a key leadership transition in the state after a prolonged period of political uncertainty and President’s rule.

Senior legislators Nemcha Kipgen and Losii Dikho were sworn in as Deputy Chief Ministers, a move widely viewed as an attempt to ensure broader representation and administrative balance. Kipgen represents the Kuki community, while Dikho hails from the Naga community, reflecting the government’s effort to accommodate Manipur’s ethnic diversity in its top leadership.

The swearing-in ceremony also saw Konthoujam Govindas Singh take oath as Home Minister, while Khuraijam Loken Singh was inducted as a Cabinet Minister. Senior political leaders, party functionaries and top government officials were present, projecting a show of unity behind the new government.

Speaking to reporters after assuming office, Chief Minister Khemchand Singh said he would work to live up to the confidence placed in him by Prime Minister Narendra Modi and Union Home Minister Amit Shah. He appealed to all sections of society to contribute towards restoring peace and normalcy in the state.

“Manipur is home to 36 communities who have together sustained the state over the years. Our hope now is for everyone to contribute towards creating a peaceful atmosphere,” Singh said.

Highlighting the rationale behind appointing two deputy chief ministers from different communities, Singh said Manipur’s diversity must be reflected in governance. He stressed that inclusive participation, dialogue and cooperation among all ethnic groups would be central to the government’s approach as it works towards reconciliation and stability.
