Arunachal’s Keyi Panyor District Goes Fully Digital, Launches WhatsApp-Based Governance Initiative

Itanagar, Jan 21: Arunachal Pradesh’s newly created Keyi Panyor district has set a national benchmark in digital governance by transitioning to a completely digital and contactless system of public service delivery. The district administration, led by Deputy Commissioner Shweta Nagarkoti Mehta, IAS, has launched the Keyi Panyor Suvidha outreach campaign, enabling residents to access a wide range of government services directly through WhatsApp.

The initiative represents a major step towards 100 per cent digital administration, removing the need for citizens to physically visit government offices even for processes such as verification and signatures. Through the platform, residents can apply for certificates and official documents online and download digitally signed copies instantly after verification, a facility expected to be especially valuable during emergencies. The administration has emphasised that all services under the campaign are being provided free of cost, ensuring that the shift to digital governance remains inclusive and accessible to all sections of society.

By using WhatsApp as the delivery platform, the district has prioritised ease of use and familiarity, making it possible for first-time digital users and people in remote areas to navigate government services without difficulty. The outreach campaign was formally demonstrated at Yachuli, where frontline workers and community representatives observed the system in action.

Deputy Commissioner Mehta acknowledged the role of ASHA workers, Anganwadi workers and local market associations for their active participation during the initial demonstration and for supporting the digital initiative. She said the administration is committed to expanding the campaign to every village in the district, with Self Help Groups set to play a key role in the next phase of implementation.

With the launch of Keyi Panyor Suvidha, the district has not only streamlined its own administrative processes but has also positioned itself as a model for digital, citizen-centric governance among aspirational districts across the country.
