Assam Government and AASU Hold Fresh Talks on Clause 6 Implementation

The Assam government held its third round of discussions with the All Assam Students’ Union (AASU) as part of continuing efforts to implement the recommendations related to Clause 6 of the Assam Accord. The meeting, chaired by Chief Minister Himanta Biswa Sarma at Lok Sewa Bhawan, reviewed progress on the proposals submitted by the Biplab Kumar Committee.

During the consultation, the government examined all 52 recommendations outlined in the report. According to AASU president Utpal Sharma, 40 of these fall fully under the authority of the state government, while the remaining 12 require joint coordination between the state and central leadership before they can be executed.

Sharma said the discussion centred on the recommendations that the state can implement independently. He added that the talks reflected a focused approach toward actionable measures and signalled a step forward in addressing long-standing demands surrounding the safeguarding of Assamese identity.

Clause 6 of the 1985 Assam Accord guarantees constitutional, administrative and legislative protections to preserve the cultural, linguistic and social identity of the indigenous Assamese population. The committee led by Justice (Retd.) Biplab Kumar Sarma was constituted to draft a roadmap for enforcing these provisions.

The latest dialogue marks another attempt to move the issue toward implementation after decades of debate and political contention. The matter remains one of Assam’s most sensitive public concerns and continues to influence the state’s socio-political landscape.
