Guwahati, March 10: The Government of Assam has introduced a key reform in the mutual transfer process for teachers, aiming to make the system more convenient while ensuring that the quality of education in schools remains unaffected.
According to new directives issued by the Department of School Education, Assam, newly appointed teachers will now be eligible to apply for mutual transfers. The government has also removed the earlier restriction that prevented teachers from submitting another mutual transfer application within two years of their previous transfer.
The changes were formalised through Notification SE-11011(17)/10/2026 issued by the department. The notification specifies that mutual transfers will continue to be permitted only between teachers of the same status and must be processed through the designated online system.
Authorities noted that such transfers do not negatively affect the Pupil-Teacher Ratio and therefore allowing exchanges between teachers of the same category will not reduce the level of academic support available to students.
The government also clarified that all other provisions of the Assam Elementary and Secondary School Teachers (Regulation and Posting) Act, 2020 and its related rules and guidelines will remain unchanged.
Implementation of the revised policy will be overseen by the Samagra Shiksha mission director along with the directors of Elementary and Secondary Education in Assam, who will process applications through the online teacher transfer portal.
The notification, signed by Narayan Konwar, Commissioner and Secretary of the Department of School Education, came into effect immediately. Officials said the decision is intended to provide teachers with greater flexibility in choosing their workplace while maintaining the government’s focus on delivering quality education in schools across the state.
