Assam Launches Swagat Satirtha Portal 2.0 to Simplify Mutual Transfers for State Employees

Guwahati, Feb 2: Assam Chief Minister Himanta Biswa Sarma on February 2 formally launched Swagat Satirtha Portal 2.0 at Lok Sewa Bhawan, introducing an upgraded digital system aimed at making mutual transfers for Grade III and Grade IV state government employees more efficient and transparent. The initiative marks a renewed push by the state government to modernise personnel management through technology-driven governance.

The revamped portal builds on the groundwork laid by Swagat Satirtha 1.0, which successfully addressed long-standing transfer-related concerns across government departments. Under the earlier version, 4,502 applications were cleared, directly benefiting 9,004 employees from 32 departments. The programme was widely seen as a practical solution to employee grievances, offering a structured and time-bound mechanism for mutual transfers.

Swagat Satirtha 2.0 is designed to further streamline the process by allowing employees to apply online, significantly reducing paperwork and administrative bottlenecks. By limiting human intervention, the system aims to ensure quicker decision-making while enhancing fairness and accountability in transfer approvals.

Officials associated with the rollout said the upgraded platform reflects the government’s broader commitment to citizen-centric and employee-friendly governance. By leveraging digital tools, the administration seeks to make internal processes more accessible, responsive and transparent.

With the introduction of Swagat Satirtha Portal 2.0, the Assam government hopes to strengthen trust among its workforce and ensure that transfer-related issues are resolved in a more equitable and efficient manner, reinforcing its focus on technology-enabled reforms in public administration.
