BJP Releases Assam ‘Sankalp Patra 2026’ Promising UCC, 2 Lakh Jobs, Flood-Free State and Dibrugarh as Second Capital

The Bharatiya Janata Party on Tuesday unveiled its ‘Sankalp Patra’ for the 2026 Assembly elections in Guwahati, outlining an expansive roadmap featuring 31 commitments, including implementation of a Uniform Civil Code, creation of two lakh government jobs, a flood mitigation mission, and plans to develop Dibrugarh as the state’s second capital within five years if voted to power again.

The manifesto was released in the presence of Chief Minister Himanta Biswa Sarma, Union Ministers Nirmala Sitharaman and Sarbananda Sonowal, along with state BJP president Dilip Saikia. Party leaders said the document was shaped by over 2.45 lakh public suggestions collected through extensive outreach across Assam, positioning it as a people-driven agenda.

The opening section of the manifesto focuses on identity and immigration, with commitments to enforce the Immigrants (Expulsion from Assam) Act, 1950, reclaim encroached land, and extend land rights under Mission Basundhara. It also includes provisions to protect religious and cultural institutions such as Satras and Namghars, alongside redevelopment of heritage sites including Madhupur Satra and Talatal Ghar. The party has pledged to pursue a Uniform Civil Code, excluding Sixth Schedule areas and tribal communities, and introduce legislation targeting issues described as “Love Jihad” and “Land Jihad.”

Infrastructure development forms a central pillar of the document, with a proposed investment of Rs 5 lakh crore under an Asom Gati Shakti Master Plan. Key projects include new expressways linking major cities, an underwater road-cum-rail tunnel across the Brahmaputra, expansion of railway connectivity with Vande Bharat trains, greenfield airports across multiple locations, and water metro systems in Guwahati, Dibrugarh and Tezpur. Integrated logistics hubs along river corridors have also been proposed to enhance trade and connectivity.

Addressing the state’s recurring flood challenges, the BJP has proposed a Badh Mukt Assam Mission with an outlay exceeding Rs 18,000 crore, focusing on embankment strengthening, dredging of National Waterway-2, and deployment of youth volunteers for monitoring. Employment generation measures include two lakh government jobs, financial assistance for entrepreneurship under the Atmanirbhar Asom initiative, and incentives for industries through wage subsidies.

The manifesto outlines major education reforms, including free education for economically weaker sections from kindergarten to postgraduate level, the establishment of 1,000 upgraded model schools, recruitment of over 70,000 teachers, and plans for an Education City hosting national and international institutions. Women-focused measures include expansion of the Orunodoi scheme to Rs 3,000 per month and the launch of community-run canteens across districts.

Special provisions have been announced for tea tribe communities, including phased wage increases to Rs 500 per day, housing and land rights, and the formation of a wage reform committee. The party also reiterated its commitment to securing Scheduled Tribe status for six communities and strengthening autonomous councils for several indigenous groups.

In healthcare, the manifesto proposes a Rs 50,000 crore Assam Swasthya Utkarsha Abhiyan, expansion of advanced treatment facilities, and introduction of proton therapy for cancer care. Economic targets include doubling the state’s economy to $150 billion by 2031 and $300 billion by 2036, supported by initiatives such as the Asom Electronics Mission.

For regional development, the party has proposed a second administrative and legislative hub in Dibrugarh, including a High Court bench and upgraded airport infrastructure, while Barak Valley is set to receive a functional secretariat in Silchar and additional medical and aviation infrastructure.

Speaking at the launch, Sitharaman highlighted Assam’s economic growth, noting a significant rise in gross state domestic product and per capita income over recent years, alongside increased central transfers and infrastructure expansion. She cited major projects such as the semiconductor facility in Jagiroad, refinery expansion at Numaligarh, and revival of the Namrup fertiliser plant as indicators of industrial progress.

The BJP also pointed to improvements in welfare delivery, healthcare expansion, housing, and reduction in insurgency-related violence, presenting the manifesto as a continuation of governance initiatives over the past decade.

With polling scheduled for April 9 across all 126 constituencies and counting set for May 4, the BJP-led National Democratic Alliance is seeking a third consecutive term, while the opposition aims to regain power in the state.
