Guwahati: The long-pending demand to accelerate the implementation of the Assam Accord witnessed a crucial development on Saturday as the Assam Accord Sub-Committee formally submitted its final report to Chief Minister Himanta Biswa Sarma. The report was handed over by the sub-committee’s chairperson and Agriculture Minister Atul Bora during a meeting held earlier in the day at Dispur.
Following the submission, Chief Minister Sarma met representatives of the All Assam Students’ Union (AASU) at 6 pm to hold detailed deliberations on the findings and recommendations of the report. The meeting was significant, as AASU has consistently pushed for a time-bound implementation of every clause of the Assam Accord and has flagged its dissatisfaction in the past over the slow pace of progress.
Speaking to the media before the evening discussion, Atul Bora said the report was the outcome of wide-ranging consultations and continuous dialogues aimed at resolving outstanding issues in a practical and constructive manner. He explained that the Justice Biplab Sarma-led committee had examined the Accord clause by clause and identified a total of 67 actionable recommendations. He added that the state government had discussed these recommendations during a Cabinet meeting in Lakhimpur to determine the manner in which each could be executed, keeping in mind the jurisdictional responsibilities between the State and the Centre.

Bora further highlighted that the government had already initiated groundwork across several departments and allocated necessary funds in the budget to support the execution of measures related to the Accord. He underlined that the state administration has been maintaining constant coordination with the Union Home Ministry, which continues to serve as the nodal authority for Assam Accord-related matters.
The submission of the report came days after Bora chaired the seventh meeting of the Sub-Committee with AASU leadership on November 17 at Janata Bhawan, where both sides reiterated their commitment to safeguard the political, social and cultural rights of the indigenous people of Assam. With the Chief Minister now directly engaging with AASU leaders following the submission of the final report, public attention has turned to the outcomes of the discussion and the roadmap that will emerge for the long-awaited execution of the Accord in its entirety.
