Congress Alleges ₹10,000-Crore Misuse in KAAC, Demands Independent Probe

Diphu: The Congress on Friday levelled serious allegations of financial mismanagement and corruption in the Karbi Anglong Autonomous Council (KAAC), demanding an independent high-level inquiry into the Council’s functioning and utilisation of funds.

Addressing a joint press conference at Rajiv Bhawan, District Media Chairperson Charisma Rongpipi and APCC spokesperson Mohan Rongpi alleged that nearly ₹10,000 crore allocated to the KAAC between 2016-17 and 2025-26 has failed to bring visible development to Karbi Anglong. The leaders claimed corruption within the Council has reached “alarming levels,” citing long-pending dues to numerous contractors while payments are allegedly cleared repeatedly for a select few.

They accused the administration of favouring Kache Enterprise and M/s Inglong Enterprise, raising questions about transparency in tenders and billing. The party further alleged that several infrastructure projects, including road works, have been issued overlapping work orders under different schemes, which they claimed is a method to divert public funds.

The Congress leaders also criticised the awarding of contracts to firms outside Karbi Anglong, sidelining local contractors and limiting opportunities for local youth. They claimed estimates for multiple projects were inflated, causing significant financial losses.

Mohan Rongpi warned of broader implications, alleging that “KAAC is being completely sold out, with land and natural resources handed over to corporates, threatening the rights of indigenous communities.” He further argued that the Council was being run “like a private company,” dubbing it “M/s KAAC,” instead of functioning as a constitutional autonomous body.

The Congress claimed to possess evidence of online payments made to petrol pumps in the name of “M/s KAAC,” calling it misuse of public funds. The leaders urged Assam Chief Minister Himanta Biswa Sarma to order an impartial probe into the role of the Chief Executive Member (CEM) and the overall functioning of the Council, warning that failure to act would make the Chief Minister “equally accountable.”

The press meet ended with a warning that the people of Karbi Anglong “will not remain silent against corruption and exploitation,” reaffirming demands for transparency, accountability, and protection of local land and resources.
