Kwakta Residents Demand Governor’s Inquiry Over Alleged Illegal Sale of School Land in Bishnupur

Residents and concerned stakeholders from Kwakta, Moirang, in Manipur’s Bishnupur district have formally petitioned the Governor of Manipur, flagging grave concerns about the management, proposed upgrading, and alleged unauthorized sale of government land associated with Kwakta Government High School. The memorandum draws attention to recent events surrounding the high school, which is one of 19 educational institutions slated for upgradation to Higher Secondary status under a government initiative.

A central point of the community’s complaint involves an alleged meeting held on January 20, 2025, at the Kwakta Municipal Council, reportedly orchestrated by the local MLA. At this gathering, a self-styled “Construction Committee” was purportedly established with the mandate to oversee the construction of the new Higher Secondary School infrastructure. The residents allege that this committee decided the existing school land should be sold and authorized itself to fix the sale price—a critical decision they claim was made without the consultation or approval of the Department of Education or any other relevant government authority.

However, an official response procured through the Right to Information (RTI) Act from the Zonal Education Officer (Zone IV, Bishnupur) introduces a contradiction to these claims. The RTI stated unequivocally that no Construction Committee had been officially constituted and that the government land in question had not been cleared for sale. Furthermore, the official School Management and Development Committee (SMDC) for the 2025-26 academic year was only formally established on April 5, 2025, occurring months after the alleged decisions made by the unofficial group.

The petitioners characterize the actions of the alleged committee as a deliberate circumvention of legal procedures, condemning the proposed disposal of government land as “unauthorised and potentially illegal.” In their appeal to the state’s highest office, residents have strongly urged that the current school site be preserved and continue its function as a Junior High School, catering to classes I through VIII to meet essential local educational needs. The community has implored the Governor to institute an immediate and impartial inquiry into the matter, ensure the protection of government property, and initiate appropriate action against any individuals found responsible for the reported irregularities. They caution that a failure to address the matter risks compromising both the integrity of government assets and the educational prospects of Kwakta’s students.
