Manipur Rebel Groups Call Two-Day Shutdown to Oppose President Murmu’s Visit

Armed insurgent coalition Coordination Committee (CorCom) has declared a statewide shutdown in Manipur on 11 and 12 December to oppose President Droupadi Murmu’s upcoming visit. The outfit announced that the shutdown would begin at 1 a.m. on 11 December and continue for the entire duration of her stay in the state.

CorCom stated that essential services such as healthcare, fire services, water supply and ritual-related activities would remain exempt. However, all other activities are expected to be affected as the group urged the public to support its call.

President Murmu is scheduled to arrive on 11 December and attend the state-level observance of Nupi Lal the following day. The annual event commemorates Manipuri women who rose against colonial oppression, and the visit is part of the official programme marking the occasion.

In its statement, CorCom alleged that the President’s trip would not contribute to peace, harmony or development in Manipur. Instead, it claimed the visit would deepen existing tensions amid what it described as a continuing “proxy war.” The group said it “condemns and boycotts” the visit, asserting that it would escalate community hostility at a time when the state remains sharply divided.

The organisation also criticised Prime Minister Narendra Modi’s 13 September visit, alleging it formed part of a broader plan to divide the state. It referred to the President as a “colonial authority” and accused the Centre of undermining the unity and integrity of Manipur, which it calls Kangleipak.

The shutdown announcement has heightened concerns over potential disruptions, with Manipur still grappling with deep social and political polarisation. Authorities are expected to increase security measures during the President’s two-day programme.
