Shillong, Feb 6: The Meghalaya High Court on February 5 took a stern view of the deadly explosion at an alleged illegal coal mine in East Jaintia Hills district, directing authorities to carry out immediate arrests and signalling zero tolerance towards the continued operation of banned mining activities in the region.
A division bench comprising Justice HS Thangkhiew and Justice W Diengdoh took suo motu cognisance of media reports on the blast that occurred in the Thangsku area and claimed at least 18 lives. Expressing serious concern, the court noted that illegal coal mining appeared to be continuing unchecked despite a similar fatal incident reported barely weeks earlier on January 14.
In its order, the bench instructed the East Jaintia Hills deputy commissioner and superintendent of police to promptly identify and arrest the mine owners and operators involved in the alleged illegal activity. The court also directed the seizure of all materials connected to the mining operation that could serve as evidence in the case. Stressing the need for humanitarian response, it asked the district administration to ensure that all possible assistance and medical care are provided immediately to the injured and affected persons.
Underscoring the issue of accountability, the court summoned both the district superintendent of police and the deputy commissioner to appear in person before it at 10.30 am on February 9. They have been asked to submit a comprehensive report detailing the actions taken so far and to explain how illegal mining was allowed to continue despite existing bans and earlier incidents. The bench cautioned that failure to comply could invite further judicial orders.
The High Court registry was directed to communicate the order to the concerned district officials on the same day through both electronic and physical means, and to furnish a copy to the Advocate General. The matter has been scheduled for further hearing on February 9, as the court closely monitors compliance and the progress of action on the ground.
