Meghalaya Launches Rs 4.61 Crore E-RISE Scheme to Boost Eri Silk Economy and Rural Livelihoods

The Meghalaya government has introduced a Rs 4.61 crore initiative to strengthen the state’s eri silk sector, alongside unveiling infrastructure and education projects aimed at supporting long-term development.

Chief Minister Conrad K Sangma launched the E-RISE (Eri Rearing, Innovation, Spinning and Empowerment) programme in Ri-Bhoi district, targeting 1,200 farming households across 22 clusters. The scheme is designed to enhance the entire eri silk value chain—from rearing to yarn production—with the objective of increasing farmer incomes and retaining value addition within the state.

Under the programme, beneficiaries will receive high-yielding feed plants, financial support for climate-resilient rearing infrastructure, and electric spinning machines to improve productivity. Training components have also been incorporated to strengthen technical skills and operational efficiency among participants.

Officials said the initiative was developed in response to concerns raised by farmers over the gap between the value of raw cocoons and processed yarn sold outside the state. The intervention is projected to generate an annual economic output of Rs 9.36 crore, more than double the initial investment.

In addition, the government laid the foundation stone for a mini stadium at Patarim in Umsning, aligning with preparations for the National Games 2027 and addressing local infrastructure demands.

An education-focused programme, Project ASPIRE, with an outlay of Rs 1.57 crore and supported by NITI Aayog, was also launched. It aims to provide continuous academic support, career counselling, and competitive exam preparation for students.

During the event, Sangma highlighted concerns over a potential annual revenue shortfall of nearly Rs 2,000 crore due to revised tax devolution under the Union Budget 2026–27, noting that discussions with the Centre have resulted in compensatory assistance for hill states.

The rollout included distribution of assets to beneficiaries and direct engagement with stakeholders, marking a step towards strengthening rural livelihoods and promoting local industry in the region.
