OIL Signs MoUs with BPCL and NRL at 28th Energy Technology Meet 2025

Guwahati:  In a major step towards advancing India’s energy self-reliance and sustainability, Oil India Limited (OIL) signed two landmark Memoranda of Understanding (MoUs) with Bharat Petroleum Corporation Limited (BPCL) and Numaligarh Refinery Limited (NRL) during the 28th Energy Technology Meet 2025 held in Hyderabad. The signing took place in the august presence of Pankaj Jain, Secretary, Ministry of Petroleum and Natural Gas (MoPNG).

The agreements mark significant milestones in OIL’s integrated growth strategy spanning refining, petrochemicals, and logistics infrastructure, reinforcing its commitment to building a sustainable and self-reliant energy future for India.

As part of the first MoU, OIL and BPCL will explore collaboration in the development of BPCL’s upcoming Greenfield Refinery and Petrochemical Complex near Ramayapatnam Port in Nellore district, Andhra Pradesh. The proposed facility, designed with a refining capacity of 9–12 MMTPA and an ethylene cracker unit of 1.5 MMTPA, involves an estimated investment of ₹1 lakh crore (US$11 billion). Once completed, the project is expected to play a transformative role in India’s downstream sector expansion, with commercial operations targeted by FY 2030.

Under this collaboration, OIL and BPCL will evaluate opportunities for joint participation, including the potential for OIL to acquire a minority equity stake in the project. The Andhra Pradesh Government has already allotted 6,000 acres of land and granted key statutory approvals, with pre-project activities currently underway.

Speaking on the occasion, Dr. Ranjit Rath, Chairman & Managing Director of OIL and Chairman of NRL, said, “This collaboration reaffirms our commitment to pursue strategic diversification into midstream and downstream ventures. By partnering with BPCL, OIL and NRL look forward to leveraging our collective strengths to unlock value creation, strengthen India’s energy security, and build resilient distribution infrastructure. Together, we aim to create long-term value and support sustainable national growth.”

Echoing similar sentiments, Sanjay Khanna, Director (Refineries) and Chairman & Managing Director (Addl. Charge), BPCL, stated, “This collaboration marks a significant milestone in building world-class refining and petrochemical infrastructure in southern India. By joining hands with OIL, we are combining complementary strengths to develop a project of strategic scale and sustainability. The Ramayapatnam complex will not only reshape BPCL’s portfolio but also reinforce India’s energy self-reliance in line with the vision of Atmanirbhar Bharat.”

In another major development, OIL, BPCL, and NRL signed a tripartite MoU to strengthen product evacuation and logistics following NRL’s capacity expansion from 3 MMTPA to 9 MMTPA. The partnership will focus on developing a cross-country petroleum product pipeline from Siliguri to Mughalsarai via Muzaffarpur, along with depot infrastructure augmentation, involving an estimated investment of ₹3,500 crore. The proposed project will be jointly owned by BPCL (50%), OIL (25%), and NRL (25%).

The MoUs were signed in the presence of Pankaj Jain, Secretary, MoPNG; Dr. Ranjit Rath, CMD, OIL and Chairman, NRL; Sanjay Khanna, Director (Refineries) & C&MD (Addl. Charge), BPCL; and Bhaskar Jyoti Phukan, Managing Director, NRL.

These strategic collaborations mark a new chapter in India’s energy journey, aiming to enhance infrastructure efficiency, domestic capacity, and long-term energy security while accelerating the nation’s transition toward a sustainable and resilient energy ecosystem.
