Guwahati: The University of Science and Technology Meghalaya (USTM) on Friday organised a Special Talk on “Access to Justice and Fundamental Rights” at its Central Auditorium, bringing together students, faculty members, and legal scholars to reflect on the significance of justice in a democratic society.
The programme began with the National Anthem, setting a dignified tone. The keynote speaker, Justice Robin Phukan, Judge of the Gauhati High Court, was formally felicitated by G. D. Sharma, Vice Chancellor, USTM; Subhram Rajkhowa, Professor Emeritus; and Anurekha Goswami, Dean, University School of Law and Research, in the presence of Chancellor Mahbubul Hoque.
In his welcome address, Prof. Subhram Rajkhowa highlighted the importance of constitutional literacy and the judiciary’s role in safeguarding citizens’ rights. He urged students, particularly those pursuing law, to internalise constitutional values and democratic responsibilities.

Delivering the plenary lecture, Justice Robin Phukan described access to justice as a cornerstone of democracy. He elaborated on how fundamental rights under the Constitution of India ensure equality, liberty, and dignity, and stressed the judiciary’s proactive role in protecting these rights, especially for marginalised and vulnerable sections. His address offered valuable insights into constitutional interpretation, judicial accountability, and evolving legal remedies.
The programme concluded with a presidential address and vote of thanks by Vice Chancellor Prof. G. D. Sharma, who expressed gratitude to Justice Phukan and all contributors. The Special Talk was widely appreciated for its academic depth and relevance, reaffirming USTM’s commitment to legal awareness and constitutional values.
