AGARTALA: The Tripura Human Rights Commission (THRC) has sought reports from the Director of Secondary Education and the Managing Committee of Mahatma Gandhi Memorial Higher Secondary School, Agartala, following a complaint alleging financial irregularities in the implementation of the Mid-Day Meal (MDM)/PM POSHAN scheme.
The complaint was filed by school teacher and Post Graduate Teacher Uttam Majumder against Assistant Headmaster Titu Saha. Majumder alleged irregularities in the scheme and apprehended victimisation after raising concerns over its functioning.
According to the complaint, Majumder was appointed MDM In-charge on December 15, 2025, after which he claimed to have noticed deficiencies in the quality, hygiene and acceptability of meals served to students.
He alleged that key records, including the Food Register, Rice Register, Stock Register, Cash Book, enrolment records and expenditure statements, were not handed over to him. He claimed that he submitted a written note on May 3 stating that he could not be held responsible for irregularities in the absence of the records. He was relieved of his duties the following day, which he alleged was retaliatory.
Majumder also alleged that PM POSHAN funds were operated through the Assistant Headmaster’s personal bank account and sought verification of bank accounts, PFMS transactions, expenditure records, bills, vouchers, suppliers and utilisation of funds.
The complaint further alleged that students were charged examination and other fees above prescribed rates. Majumder also claimed that false allegations were made against him through students on August 12 in an attempt to damage his reputation and prevent him from raising questions about the alleged irregularities.
The Commission observed that the complaint contained serious allegations of financial corruption allegedly affecting students and decided to seek reports before taking cognizance of the matter.
The THRC directed the two authorities to conduct an inquiry and submit their reports by the next date of hearing. The matter has been listed for September 16.
The order was passed on August 25 by THRC Chairperson Justice Arindam Lodh and Member U Choudhuri.
