Congress Demands Relief Package and Dialogue as Manipur Violence Continues

Imphal, April 21: The Indian National Congress on April 20 criticised the Government of India over the continuing violence in Manipur, calling for compensation to victims, an economic relief package and immediate steps to restore normalcy through dialogue.

Addressing a press conference, Inner Manipur MP A Bimol Akoijam said the Manipur Pradesh Congress Committee had submitted a memorandum to Prime Minister Narendra Modi through Governor Ajay Kumar Bhalla.

The party demanded completion of investigations into recent killings, strict action against those responsible for violence, and measures to restore and strengthen law and order. It also sought safe and unhindered access for residents to their homes and essential services, publication of findings from the inquiry into the violence that began on May 3, 2023, and adequate compensation for victims.

Among other demands, the Congress called for a comprehensive economic package for the state and a structured dialogue involving all stakeholders. It also urged the deferment of the census exercise until a clear legal mechanism is established to distinguish citizens from non-citizens.

Akoijam said the situation on the ground remained largely unchanged, alleging that normalcy had not been restored. He urged the Centre to take decisive action to control violence and rein in armed groups, stressing that law and order must be upheld.

Referring to the April 7 attack in Tronglaobi village in Bishnupur district, he said a projectile strike killed two children and injured their mother, describing the incident as a stark reminder of continuing insecurity. He maintained that claims of declining violence were not reflective of ground realities.

The MP also criticised what he described as a lack of response from central leadership, alleging neglect and insufficient engagement with the crisis. He further raised concerns over the creation of “buffer zones” without legal backing and claimed restrictions on movement in parts of his constituency.

State Congress chief Okram Ibobi Singh said party leaders had met the governor to highlight the deteriorating situation, stating that several lives had been lost which could have been prevented with timely intervention.

The party reiterated its demand for immediate corrective measures, emphasising the need for accountability, transparency and sustained efforts to restore peace in the state.
