Guwahati: The Gauhati High Court has vacated the interim bail earlier granted to Assam Civil Service (ACS) officer Partha Pratim Barman and rejected his anticipatory bail plea, clearing the way for his arrest in connection with serious allegations levelled against him. The court observed that the conduct attributed to the officer was “unbecoming of a civil servant.” The order was passed by Justice Pranjal Das while hearing Anticipatory Bail Petition No. AB/2678/2025. After examining the case diary and materials placed by the investigating agency, the court held that the interim protection granted on November 13, 2025, could no longer be sustained.
The case arises from a complaint by a female informant who alleged that Barman entered into a physical relationship with her on the promise of divorcing his wife—also an ACS officer, Debasena Barman—and marrying her. The prosecution contended that the assurances were never honoured. The High Court took note of the victim’s statements recorded under Sections 161 and 164 of the CrPC, observing that the materials on record reflected conduct falling short of the ethical and moral standards expected from a public servant.

Opposing the bail plea, advocate Dipesh Kumar Agarwala, appearing for the informant, submitted that the accused had allegedly misused his official position to intimidate the victim. He further alleged that multiple defamation cases were filed against the informant in distant jurisdictions to harass and pressure her. Considering the influence wielded by the accused and the seriousness of the allegations, the court rejected the anticipatory bail application. With all interim relief vacated, law enforcement agencies are now legally empowered to proceed with the arrest of Partha Pratim Barman.
