Imphal, May 29: The Office of the District Election Officer (DEO), Imphal West, on May 29 outlined the roadmap for the Special Intensive Revision (SIR) of Electoral Rolls, 2026, aimed at updating voter records by ensuring inclusion of eligible electors while preventing ineligible entries in the rolls.
Addressing a press conference at the DC Imphal West Office Complex in Lamphelpat, Deputy Commissioner and District Election Officer Mayanglambam Rajkumar Singh said the Election Commission of India had directed the exercise under Phase-III in Manipur, with July 1, 2026 fixed as the qualifying date.
He said the preparatory phase of the revision exercise commenced on May 20 and concluded on May 29. Booth Level Officers (BLOs) will now carry out house-to-house verification visits across the district from May 30 to June 28. Rationalisation of polling stations will also be undertaken during the same period.
According to the DEO, the draft electoral roll will be published on July 5, while the period for filing claims and objections will remain open until August 4. Authorities plan to dispose of all claims and objections by September 2 before publication of the final electoral roll on September 6.
The revision exercise in Imphal West will cover a total of 3,90,196 electors, including 1,85,005 male voters, 2,05,093 female voters and 98 third-gender electors. To implement the process, authorities have deployed 13 Electoral Registration Officers, 13 Assistant Electoral Registration Officers and 530 BLOs across the district.
Rajkumar Singh said BLOs would distribute two copies of pre-filled Enumeration Forms to electors during their visits. He added that voters could also download and submit the forms online through the Election Commission’s official portal.
Clarifying the procedure, the DEO said no documents would be collected during the enumeration stage, while scrutiny and verification would take place later during the claims and objections phase. He informed that the Election Commission had notified 13 documents for verification purposes.
He further assured that no elector’s name would be removed from the rolls without providing an opportunity for a hearing. A two-level appeal mechanism will also remain available after publication of the final electoral roll.
Special arrangements are also being planned for internally displaced persons (IDPs) through the office of the Chief Electoral Officer, Manipur, including assistance for those residing both inside and outside relief camps.
To facilitate the process, a dedicated Help Desk has been set up at Reception Counter No. 3 of the DEO Office to assist electors with services such as accessing previous SIR records and submitting Enumeration Forms. Voters may also seek assistance through the Election Commission helpline number 1950, the ECI Net mobile application and their respective BLOs.
The DEO appealed to all eligible voters in the district to cooperate actively during the verification and enumeration process to ensure accurate and updated electoral rolls.
