NOTA Share Remains Low Across States in Assembly Elections; Assam Records Highest at 1.29%

Guwahati, May 5: The None of the Above (NOTA) option has continued to draw limited voter participation in the recently concluded Assembly elections, according to data released by the Election Commission of India, highlighting its marginal role in the electoral process.

Among the five poll-bound regions, Assam recorded the highest NOTA share at 1.29 per cent, making it the only state where the figure crossed the one per cent threshold. West Bengal followed with 0.81 per cent, while Puducherry registered 0.73 per cent. Kerala stood at 0.58 per cent, and Tamil Nadu recorded the lowest share at 0.41 per cent.

The differences across states reflect varying political contexts, voter engagement levels, and regional electoral dynamics. Despite being introduced as a formal option for voters to reject all candidates, NOTA has not translated into a significant electoral force.

The broader national trend also indicates a gradual decline in its usage. According to the Election Commission’s ‘Atlas-2024’, NOTA’s share fell from 1.08 per cent in the 2014 Lok Sabha elections to 0.99 per cent in 2024, marking its lowest level since its introduction in Indian elections.

NOTA was first implemented in the 2014 Lok Sabha elections following a 2013 Supreme Court directive, which aimed to strengthen voter choice and secrecy. Earlier, voters unwilling to select any candidate had to use Form 49-O under electoral rules, which compromised anonymity.

However, despite its introduction as a mechanism of protest voting, the Supreme Court has not provided for re-elections even if NOTA secures the highest number of votes.

Voting for the Assembly elections in Assam, Puducherry, Tamil Nadu, Kerala, and West Bengal was held in April, with counting completed on May 4.
