Sikkim Moves Towards India’s First Paperless Judiciary, Governor Calls It Landmark Digital Reform

Gangtok, May 3: Sikkim Governor Om Prakash Mathur on May 2 described the state’s transition towards becoming the country’s first fully paperless judiciary as a historic milestone in advancing the vision of Digital India.

The Governor made the remarks while attending the closing ceremony of a two-day conference on Technology and Judicial Education, organised by the Sikkim High Court and the Sikkim Judicial Academy at Chintan Bhawan.

Terming the initiative a significant step in judicial reforms, Mathur said the move towards a paperless system would strengthen the modernisation of the justice delivery framework while aligning with broader goals of digital governance. He noted that the adoption of e-filing systems and digital record management would help expedite judicial processes and enhance transparency, efficiency and accessibility for citizens.

During the inaugural session of the conference, Justice Surya Kant had announced that Sikkim had achieved the distinction of becoming the country’s first paperless state judiciary.

Highlighting the growing role of emerging technologies, the Governor emphasised that tools such as artificial intelligence and digital management systems are becoming integral to building an accountable and citizen-centric judicial structure. He further stressed that integrating technology into judicial education would help streamline legal procedures and equip future legal professionals for a more modern and inclusive democratic system.
