HITO Urges Centre to Intervene in Assam-Meghalaya Border Row

Shillong: The Hynñiewtrep Integrated Territorial Organisation (HITO) has appealed to Union Home Minister Amit Shah to take urgent action against what it described as “persistent human rights violations” stemming from the long-standing Assam-Meghalaya border dispute. The appeal was made through a memorandum submitted to the Governor of Meghalaya, highlighting escalating tensions and alleged acts of aggression along the inter-state boundary.   In its memorandum, HITO alleged that these incursions have led to “daily suffering, destruction of properties, and disruption of livelihoods” for border residents, who continue to live under fear and uncertainty.

                 Referring to historical incidents such as the 2009 Langpih massacre and the 2022 Mukroh firing, HITO claimed that these tragedies exemplify a pattern of “state-backed hostility” from Assam’s side. The organisation further alleged that Assam has disregarded both regional boundary understandings and traditional territorial demarcations, worsening tensions between the two neighbouring states.The memorandum also cited recent incidents where Assam officials allegedly used “Karbi tribals” to prevent Meghalaya farmers from harvesting their paddy fields — an act HITO described as “an open violation of territorial rights and human dignity.” Such interference, the group said, has deepened economic hardships for local farmers and inflamed communal sensitivities in the affected regions.

                   Despite repeated assurances from Assam Chief Minister Himanta Biswa Sarma about peaceful resolution and restraint, HITO alleged that armed Karbi groups continue to threaten villagers in disputed areas. It demanded accountability for all officials and personnel involved in these acts of intimidation.Reiterating its stance, HITO urged the Central Government to uphold the Instrument of Accession and the Annexed Agreement of the Khasi States — historical accords that, the organisation claims, have been neglected for over seven decades. The group concluded by emphasizing that restoring peace, justice, and constitutional rights to the border communities is vital to prevent further unrest and ensure lasting harmony between Assam and Meghalaya.
