Guwahati: The Directorate of Elementary Education (DEE), Assam, has withdrawn the 14-day joining deadline for teachers engaged or deployed for Census 2027 duties following intra-district and inter-district mutual transfers. The decision was conveyed through a notification issued on Wednesday by DEE Director Suranjana Senapati, ACS, providing relief to teachers who are currently involved in census-related responsibilities. The notification follows mutual transfer orders issued through the Teacher Transfer Management System (TTMS) on August 10. Under the original terms and conditions of the transfer orders, teachers were required to join their new places of posting within 14 days.
However, the Directorate has now clarified that the 14-day joining period specified under Point No. 1 of the transfer terms and conditions will not apply to teachers who are presently engaged or deployed for Census duties. Teachers who are not involved in Census-related work will continue to be required to report to their new places of posting within the prescribed period mentioned in their respective transfer orders. The Directorate has further clarified that withdrawal of the joining deadline applies only to the specified category of Census-duty teachers and that all other terms and conditions of the respective transfer orders will remain unchanged.

The decision comes amid preparations for Census 2027, for which Assam has already issued directions to maintain continuity among teachers and other personnel appointed as enumerators and supervisors. Earlier, the state government had instructed departments not to transfer personnel engaged in census duties until completion of their responsibilities, citing the need to avoid disruption to field-level preparations. The latest move is expected to prevent administrative complications for teachers who have received mutual transfer orders but are simultaneously required to complete their assigned census responsibilities. The government’s approach is aimed at ensuring that trained personnel remain available for census work while allowing the mutual-transfer process to proceed without affecting the ongoing national exercise.
